The Falcon 100 had just landed or they were testing the speed/air/spoilers brakes and reverse thrust while taxiing?

Yes it is Norseman although building work has started to build a tunnel at the end of the runway as a lot of inconvenience is caused whne having to close the road for aircraft landing or taking off.
