Phantom 3500 By Otto Aviation To Be Built In Florida Otto Aviation has been in the news alot recently and this time it is regarding where they plan to build the aircraft. It is suggested that the Phantom 3500 will be built in Florida as the airframer is set to move its operations to Florida from Texas. Otto Aviation has its eyes set on Cecil Airport in Jacksonville, Florida according to a statement from Florida Governor Ron DeSantis that was made at the 2025 Paris Air Show.
“I’m pleased to welcome Otto Aviation to Jacksonville. This is a win for Florida and a testament to the kind of innovation we’re attracting,” said DeSantis. “Our infrastructure and talent are primed for the next generation of aerospace manufacturing, and this project is another indicator that Florida will be home to the future of flight.”
Initially, the plan is to utilize an existing hangar at the Cecil Airport in Jacksonville for its operations and then break ground on the manufacturing facility for the Phantom 3500. “The Phantom 3500 is the result of relentless innovation and bold thinking,” said Otto Aviation CEO Paul Touw. “By achieving carbon neutrality 20 years ahead of the 2050 target, we’re not just meeting expectations—Otto is redefining what’s possible in aviation. It’s a transformative step toward a future where cutting-edge technology and sustainability go hand in hand.”
According to previous estimates, the airframer anticipates to commence flight testing in early 2027 and have type certification by 2030. While not an electric or hydrogen aircraft because the aircraft's design is so sleek and bears little resistance, the jet is being touted as a low-emissions type. Otto has created an AI-supported clean-sheet design. The design has transonic super-laminar flow architecture and other aerodynamic qualities. This all leads to the Phantom 3500 burning 60% less fuel than similar-sized jets and reduces emissions by 90% when combined with sustainable aviation fuel (SAF), says the company.
