    The transition is practically complete now, Hawker Beechcraft formally emerges from bankruptcy. The website is even reflecting the name Beechcraft now as it slowly transitions from the Hawker identity.

    Beechcraft is definitely not happy that the defense contract went to Embraer once again even after the disputed aquisition a year ago. Now that they lost it AGAIN, seems like they are taking the matter to court again. The defense contract involves some 427-million dollars that the USAF is spending on Embraers' A-29 Super Tucanos for Afghanistan's military. Beechcraft has now filed protest with the US Government Accountability Office. Beechcraft really wants to know why the USAF chose the Embraer A-29 Super Tucano despite the aircraft costing 40-percent more than a bid based on the AT-6 Texan II.

    Hawker Pacific has sold two Beechcraft King Air B200 aircraft to the Royal Flying Doctors Service (RFDS), Queensland Section. RFDS will use the aircraft for aeromedical retrieval duties. The twin-engined turboprops are being specifically produced to suit RFDS's special requirements, with a large main undercarriage, high frequency radio and enhanced avionics to meet the latest automatic dependent surveillance broadcast and required navigation performance requirements. The aircraft are currently being built with delivery set for the first quarter of 2014.

    Owners and operators of Hawker 800s with winglets have been advised by API (Aviation Partners) not to fly the jet above 34,000-feet. They are cautioning against this until a modification is applied to prevent possible roll oscillation. AP believes the modification should be cleared (Certified) in about a month, after which it can be applied. The company has not provided an estimate of the time the modification work would take.

    Beechcraft Appoints New Sales Director in Sub-Saharan Africa

    Beechcraft Corporation today announced the appointment of Kingsley Okoli as regional sales director for Beechcraft products in Sub-Saharan Africa. He will be based in Nigeria. Okoli spent 13 years in the United States Air Force, including work that involved the West Africa region and the Nigerian Air Force.

    “We are delighted to be able to attract people to Beechcraft with the skills, character and charisma of Kingsley,” said Scott Plumb vice president sales, Europe, Middle East and Africa. “South Africa continues to be one of the largest growth markets in the world, with the business aviation fleet in the region increasing by more than 20 percent in the past decade. Having Kingsley stationed in South Africa will provide further impetus to strong Beechcraft sales in the region.”

    Okoli was an F-16 crew chief and later a fighter squadron logistics readiness officer for the U.S. Air Force. He has experience across Department of Defense acquisition program management, business development and operational management in foreign military sales and foreign military financing. He joins Beechcraft after a role as senior program analyst for IMSolutions LLC, a firm offering business and program management solutions to clients across the public sector. Okoli earned a master’s degree in business administration from the American Military University in Charles Town, W.V. He also holds a bachelor’s degree in computer information systems from Eastern Mennonite University in Harrisonburg, Va., and an associate degree in aviation maintenance from Community College of the Air Force in Montgomery, Ala.

    Beechcraft say that they have started testing winglets on the Hawker 400XPR. Certification for the 400XPR upgrade is expected in the third quarter of this year with first deliveries projected for the fourth quarter.

    Beechcraft Names Two New Leaders to Executive Team

    Beechcraft Corporation today announced the appointment of Dave Rosenberg as vice president of Strategic Planning and Programs and Don Alvord as vice president of Human Resources. Both serve on the company’s Executive Team. As vice president of Strategic Planning and Programs, Rosenberg is responsible for the company’s strategic planning and programs, including management of commercial product development programs and analysis of joint ventures and potential acquisitions.

    Since joining the company in 2000, Rosenberg has held various positions of increasing responsibility in financial planning, business management, strategic planning and operations. Most recently, he served as director of the Hawker 4000 product line and general manager of the piston product line. Prior to joining Beechcraft, he worked in the treasury group at Raytheon Company. Rosenberg earned a bachelor’s degree in business administration from Babson College in Wellesley, Mass. He is a licensed pilot.

    As vice president of Human Resources, Alvord oversees all aspects of the human resources organization including talent acquisition, management and succession planning, diversity initiatives, employee relations, and compensation and benefits management. Alvord has spent the past 27 years in the aviation industry, including manufacturing, engineering and completions roles for General Dynamics, Gulfstream Aerospace and McDonnell Douglas/Boeing. He joined Beechcraft three years ago to serve as vice president and general manager for the company’s Little Rock Completions Center. Alvord has a master’s degree in business administration and a bachelor’s degree in operations management from California State Polytechnic University in Pomona.

    Specialist Winglet manufacturer Aviation Partners has now finished a test flight using a Hawker 800 that was equipped with a new set of winglets. The new winglets have been tweaked to prevent aeroelastic flutter. Remember the original Aviation Partners winglet was the source of several reports of Hawker 800s that experienced wing and aileron oscillations.

    Beechcraft Corporation today issued the following statement regarding the ruling by the U.S. Government Accountability Office on Beechcraft’s petition for further review of the U.S. Air Force’s award of the Light Air Support contract to Brazil-based Embraer.

    “It is deeply distressing that the Air Force selected a more expensive, less capable, foreign-manufactured airplane with weapons and systems unfamiliar to, and outside the control of, the United States military. We have known that the requirements for this procurement were written to favor the competition’s aircraft. During this protest, we learned that the GAO’s review looks only at whether the Air Force followed its process, but not whether the process itself was actually correct or appropriate. We question whether the Embraer aircraft with its foreign-made weapons can be certified to U.S. military standards in time to provide the mission-capable aircraft per the contract.

    “It is now time for Congress to step in and put an end to this flawed acquisition process and limit the purchase of the Brazilian aircraft to only that of the Afghanistan requirement covered by the first delivery order of the LAS contract.

    “Beechcraft remains confident that the AT-6, which was rated “Exceptional” by the Air Force, was the better choice for LAS and is the best aircraft for U.S. partner nations in need of light attack aircraft. The company is certain that future procurements, including those run by other governments, will validate this rating and result in the selection of the AT-6 for counterinsurgency and irregular warfare missions.”
